A Sioux City man, Mchennlley Mutsuo, was sentenced to 69 months in federal prison on September 29, 2025, after pleading guilty to possession of a firearm by a felon and drug user. Mutsuo, age 40, had been on parole for a second-degree burglary conviction from March 1, 2021.
According to authorities, Iowa parole officers discovered drug paraphernalia and a white crystalline substance during a home visit while Mutsuo was serving his parole. After notifying the Sioux City Police Department and obtaining a search warrant, officers found two semi-automatic pistols, a revolver, and 132 grams of methamphetamine at his residence.
United States District Court Judge Leonard T. Strand presided over the sentencing in Sioux City. In addition to the prison term, Mutsuo will serve three years of supervised release following his incarceration. There is no parole available in the federal system.
The case was prosecuted as part of Project Safe Neighborhoods (PSN), an initiative led by the Department of Justice aimed at reducing violent crime through evidence-based strategies and partnerships with local prevention and reentry programs. The investigation involved the Sioux City Police Department and the Bureau of Alcohol Tobacco Firearms and Explosives (ATF). Assistant United States Attorney Forde Fairchild handled the prosecution.
Mutsuo remains in custody with the United States Marshal until he is transferred to federal prison.
