Two Davenport residents sentenced to federal prison for crack cocaine distribution

Two Davenport residents, Lloyd Demico Franklin and Michelle Collins, have been sentenced to federal prison for their roles in distributing crack cocaine in the Quad Cities area. The sentencing took place on January 28, 2026.

Court documents and evidence presented at sentencing showed that Franklin, age 44, and Collins, age 40, were involved in selling crack cocaine over several years. Between June 2022 and December 2024, law enforcement conducted 20 controlled purchases from the two individuals. These operations resulted in the purchase of more than 500 grams of crack cocaine.

Franklin received a sentence of 25 years in prison for conspiracy to distribute crack cocaine. After his release, he will be subject to five years of supervised release. Collins was sentenced to three years in prison for one count of distribution of a controlled substance and will also serve three years of supervised release following her incarceration. Federal sentences do not allow for parole.

United States Attorney David C. Waterman for the Southern District of Iowa announced the sentences. The investigation was carried out by the FBI Quad Cities Resident Agency (Omaha Field Office), Moline Police Department, and Scott County Sheriff’s Office.

Muscatine man sentenced to 15 years for transporting child pornography

A Muscatine man has been sentenced to fifteen years in federal prison after being convicted for transporting child pornography while on probation for a previous offense. Authorities say he must also pay restitution and serve supervised release after prison.
